Misguided Measures
The Partnership for Safety and Justice and the Campaign for Youth Justice undertook a comprehensive look at the impact of 15 years of charging youth as adults under Measure 11. We analyzed over 3,000 juvenile Measure 11 indictments from 1995 to 2008 to find out more about youth who are charged as adults: who they are, what happens to them in the adult system and what barriers they face when they return to the community. In addition, the report looked at the impact of charging youth as adults on Oregon's public safety system.
Misguided Measures: The Outcomes and Impacts of Measure 11 is the result of this analysis. It details our findings and makes several recommendations for reform based on what we now know about trying youth as adults and how Measure 11 impacts Oregon's youth. The report outlines ways the State of Oregon can reduce crime, increase public safety and make more efficient use of taxpayer dolllars while ensuring that youth be held accountable and be provided with the opportunity to rehabilitate their lives.
